On January 29. 2020, President Trump signed into law a new NAFTA called the U.S.-Mexico-Canada Agreement (USMCA). Mexico had earlier approved the updated NAFTA and the Canada just ratified it on March 13, 2020. So what’s next for North American trade?
USMCA provides important updates to modernize the quarter century old NAFTA, providing rules for e-commerce and digital trade, raised de minimis for Canada and Mexico, state of the art customs processes and stronger protections for intellectual property. It also contains complex rules of origin for autos and an unprecedented labor enforcement provision called a “rapid-response mechanism” to ensure Mexican compliance with the new labor provisions.
